By close of business each Monday, USDA receives "Bales Made Available for Shipment" (BMAS) reports for the previous week from all warehouses with Cotton Storage Agreements (CSA). The following table shows non-reporting warehouses and the cumulative number of assessed strikes by state/region. The first failure to submit a weekly report results in a telephone call from USDA to the non-reporting warehouse (first strike). A second failure to submit will result in a letter of reprimand (second strike) from USDA. Failure to submit three weekly reports within a 12-month period will result in the removal of a non-reporting warehouse from the Commodity Credit Corporation List of Approved Warehouses (third strike). In order to be reinstated a warehouse operator must submit all missing cotton flow reports and pay a reinstatement fee equal to the annual contract fee.

*Over the past week, ZERO approved warehouses earned a strike for failing to comply with mandatory reporting rules and TWO warehouses had a strike removed. The number of warehouses with CSAs is 313, 9.6% of the warehouses with CSAs failed to submit one or more BMAS reports during the previous twelve months.
